Stack frogs? for toddlers and toddler toys

This could be a cute product but the frogs don't fold like the picture. There are no game instructions. Water lilies don't sit straight. Everyone has a pen, but I don't know how you're going to use it - the frogs definitely won't fit on it. I'm sure I can think of something related to this set, but my school products make me expect better.
