Fill bag with about 1 inch of kitty litter and then with a votive - mine was glass. It was a very windy afternoon when we installed the lights. The open design, along with the weight of the litter, allowed the wind to blow and not move the mount. When the candles were lit at dusk the effect was perfect especially as it was Halloween season but these lights are perfect for any occasion. I also liked the weight of the bags. We collected the filled bags and opened them up for reuse. The price was right too! And fire resistance was the main reason I chose these bags. Suggestion: if using weight filler, make a paper tube to pour the filler through. Otherwise too much material will be lost during cutting.
