I put them on the top ends of the rebar for safety. I have rebars holding the sides of my raised metal vegetable crates to keep the bottom from piling up on the sides. I don't like the idea of bare metal covers in case someone falls and lands on the rebar. I also do kite work and we use these at the top of the rebar that we drive into the earth/sand to hold our tall kite banner poles. It protects the inside of the bars when swinging forward/backward.
