Tag on the outside good for me

I got this dress for Easter in size 18-24 mo (my daughter is 18mo and it was way too big and also had a tag sewn to the outside of the dress. I sent it back for a smaller size hoping the tag was a glitch. The second dress also has the tag outside. I will just have to cut it off and make due but it’s super disappointing for a $20 dress. She is 31” tall.
