I bought it for my 14 month old baby and she loves it. It says 3 and over but I watch her in the tub with him and she doesn't mind. She tries to put her lower leg in her mouth, but I won't let her in case the lid comes off. I don't think so, but you never know. My one year old grandson really liked this set of interlocking xylophone clefs. He can take any key, place it on the edge of the tub and play with a hammer. He can put a few or a few. They play while swimming or lying on a dry bottom. They don't always have the clearest tones as they are attached to the foam with plastic. We ordered this because my 20 month old hates baths and we do our best to make sure he enjoys it. This toy is good and he immediately wanted to play with it and it piqued his interest for a while but we haven't tried it in the bathroom yet. I hope he likes it there too. My only complaint is that each part is separate. They don't stay together. Where those ridges are that hold them together, the other pieces will snap off as you get to an end.
