Shelves not level . so whats the point

Arrived well packaged. Took out and 3 of 4 screws feel out of one the the shelves. 2 shelves level one significantly off. weird but whats the point of a lopsided shelf. One side of metal had rust looking stuff-- more than just brushed/ distressed metal.
