Power bank not working/cells missing

I give this backpack a 2. I like the design of the backpack but my only problem is the portable charger, it doesn't work as expected, I don't know what to do , it's wrong, it charges, but only when my cube and plug are plugged together, but when I take it out, it doesn't charge. Can anyone tell me if I need my own power bank as I feel it should come with a power bank and it doesn't and I am very disappointed in this part.
