Make sure you disconnect the cigarette lighter adapter plug from the fan cable and connect it correctly and screw on the cover. Mine was plugged in the wrong way around and I thought I had a problem until I changed the plug. Works as described. The inflator works like a small fan, so it makes a little noise.
