I ordered it because it is listed as Siser htv which is considered a reliable brand. However, when the package arrived it was an unmarked roll that looked like it had been cut from something else and then sealed in the center of the roll with a weeding tool.

Great color and quality I like the Siser brand. In the picture it looks more like a Grinch color, in the picture it's lighter BUT when I received it it's a lot darker in person. I understand the color is grass green but the picture is also misleading. Of course I can use the material. I will not send it back.

When I order what appears to be a pre-cut size, I expect it to be as advertised. I measured 9.5" with both a ruler and my mat. Honestly, I expected , that it will be exactly 10" or even a bit more, but definitely not less. I calculated my project size at 9.5" so admittedly 10" vinyl would be close, but if you are careful it will work. A 9 .5" vinyl for a 9.5" project basically guarantees that something will be cut off.
