Yes, it's a belt for a vacuum cleaner. The only thing to keep in mind is that your machine's old belt probably stretched a lot when it failed. So these new ones seem to be the wrong size (shorter). You are right. You will likely need to use a tool like a screwdriver to mount the new belt onto the spindle.

Before ordering I made sure I knew the model number of my vacuum cleaner so there would be no mistake. The old belt from my EmPower U5262-910 was just over 15 inches long. This belt is more like 11" - not even close. They offered a free return option which was the only reason I gave 2 runs instead of 1.

The item looked very small compared to the stretched and slippery one it replaced and it required 'extra effort' to install as detailed in the manual [.] Before trying to install, stretch it out but pull it a little. It took a while to warm up and start snapping after first turning it on, but my god knows how perfectly the old vacuum works now.
