Who knows? for replacement under sink water filter

Price aside how the heck do you rate a water filter? How do you know if this filter really filters out particles and harmful elements as small as 5 microns, as the manufacturer claims? The reality is that we don't know this and only believe the words of the manufacturer.

How do you know it works?

Typically a carbon filter is used to reduce chlorine. You can test this with a simple chlorine test set from the hardware store. If it can effectively reduce the amount of chlorine then it is working and means it is absorbing other possible contaminants from the water.
