Based on my dog's reaction, this must taste as bad as it smells, but it seems to work. I haven't used it for a long time, but other products are good. This is a brand I can trust. I put mine in a small spray bottle based on what another reviewer said. You were right, the packaging makes no sense. The aerosol can ensures a more even application and minimal dripping and spilling. I found one in the travel size section of my local store for less than a dollar.

After reading some of the reviews I have found that the reviews for this product are a bit misleading as there are reviews that say they have added this particular product to their dog's drinking water. . My rescued Chihuahua had terrible breath and dirty teeth when I adopted him. Apparently she only got soft food as she didn't like hard food.
