You do NOT need this if you want to buy a packsack from topeak. The Topeak Dry Bag comes with a plastic bike mount that allows you to mount the bag both vertically and horizontally. I bought this because I thought I needed it to attach my bag. It's a really good design though and it will be a lot safer to mount on a bike stem and you have the ability to rotate from vertical to horizontal. The downside is that the bike is a bit heavier.

Attractive but with a significant flaw in the hinge design. The swing arm rubs against the stock cover and has no swing tension adjustment. Rather than return the item, I cut out a piece of an old credit card, punched a small hole in the center for the butt plate screw, and installed it between the pivot arm and the butt plate to act as a bushing. Great Handy Device. Glad a friend told me about it. Sometimes I drive in the rain. I've always worried that my iPhone might get wet which could cause it to break. I've tried putting the phone in a ziplock case, which works fine but isn't good enough to use.
