Shorts are very small

I was looking forward to this beautiful outfit for my boy. But I was very disappointed when I received the package! I ordered a 12 month old baby and what I received looks like it would fit 0 to 3 month old baby! Which is very annoying! Shorts are too small! Unfortunately I will be returning this product and asking for a refund!
