In the settings there is an item "control the TV and receiver" when activated, when the Apple TV is turned off, the TV with the receiver will also turn off. If you disable this item, then Apple TV will not be able to turn on the TV. In my opinion, these two parameters need to be configured separately. Separately, I would like to note the old problem of HDMI-CEC compatibility of various manufacturers. Personally, after connecting Apple TV, other devices start acting weird.
