Cheap C02 Regulator Won't Maintain Pressure

I bought a C02 regulator, it doesn't hold pressure. It pressurizes the kegs, creates foam and wastes both CO2 and beer. The pressure increases no matter how low I set it. The rest of the parts are good value for money. I will change the controller.

Pros

1. DUAL BLADE REGULATOR: It comes with a matching pressure scale which has a knob to regulate the pressure. The device weighs 3 pounds and comes with rubber covers for protection. You can use a pressure gauge to check the pressure inside and outside of your CO2 tank, so you don't have to worry about running out of gas. It also has a check valve with a built-in spring to prevent beer from flowing back. The pressure relief valve operates at 45 psi.
