Great price but why isn't it unlocked?

I paid $229.99 for it. This is an 8-core, 16-thread processor that can be overclocked to 4.733 GHz for all cores by increasing the base clock to 102.9 on the z490 motherboard. Good news - BCLK is not tied to anything other than CPU + memory frequency at Intel! They disconnected everything else that breaks. Paired with a Micron Rev E (Crucial Ballistix 3600cl16) with memory overclocked to 4390MHz this is fantastic (still lacking due to the memory controller in the CPU). But why isn't it unlocked? It doesn't cost Intel anything to sell every unlocked CPU like AMD does, and overclocking an Intel CPU right now actually gives you a profit, unlike AMD with its already efficient boost algorithms. I'd still hesitate to recommend it for $270, but it lacks PCIE 4.0 and is severely limited by the default 4.6GHz clock speed. One with 5GHz and optimized memory will easily outperform the 5600x in gaming.
