We have two Gerber toilets with 28-990 cisterns rated at 1.28 gallons per flush. The original dampers did not stay open long enough for enough water to flow out of the tank to clear the bowl of solid debris. Dampers tend to be easy to assemble, and so are they. The only adjustment I had to make was to move the clip that is flush with the handle so it was a few inches shorter on the chain (a few inches closer to the valve). This allowed the damper to open fully to the vertical position. I also adjusted the float on the inlet valve so that the water in the tank rises higher to the top of the overflow pipe. The damper closes a little more slowly and now allows enough water to escape so that the bowl can be cleaned easily. This is still a water efficient toilet so the flush cycle will never be very long. I will note that the valve seals the 3" drain hole well and feels a little firmer when lifted with the flush handle. It's not like this. problem and may be unique to our system dynamics. Just use a little more pressure to push the button when you come across something like this.
