First, these wheels are rated for 65 pounds each. I wouldn't put more than half that weight on them. Steel is lighter than I'd like. Can't complain. But for a little over a dollar apiece I bought these to put on craft carts I made for my girlfriend. They will do the trick as loaded carts weigh no more than 100 pounds and are 99% immobile. They roll well on smooth concrete floors Wheels are fairly firm I wouldn't try to roll them on uneven floors like tile or floor transitions I think they fold up when carrying significant weight.
