I read reviews that USB-C does not charge. I have the same problem. But after a few minutes of research I got a docking station that charged my ThinkPad T580 properly. The solution that worked for me is to download and install Lenovo Vantage. Then select Hardware settings -> Performance and scroll down to Battery threshold. Make some wise decisions and start fresh. You may need to do a Windows update and a Lenovo update. Lenovo update is easy. In Vantage, select System update. There have been several Lenovo updates including a BIOS update. Perhaps this is a key element that was not enough for the battery to work. I didn't delve into the "why and what for" after loading the launcher. While all other features work as expected.
