Penetrates corners only

I don't understand, this only perforates the corners and seems designed that way on purpose because my other rectangular perforation has the metal forming a straight edge all the way around the rectangle. Metal from above at the corners only meets metal from below. But I thought maybe it's some kind of scrapbooking I wasn't aware of, but I checked the top of the hole punch and it really should punch out the rectangle. What a piece of shit! Why did they design it that way?
