It rusts! on teapots

I can't be satisfied with this teapot if after 2 uses all the rust spots on the bottom are inside. I tried to remove the rust but most of the stains wouldn't budge. This should not happen after multiple uses. Isn't that surgical grade stainless steel? It is said to have 5 layers. Or, as it says on the packaging, 100% BPA-free and made of stainless steel. Obviously quality control is not a priority, even on the packaging. I was looking forward to a good teapot but am now very disappointed and will have to send it back.
