I don't have hips. When it comes to pencil skirts, especially the stretchy ones, I usually have to choose between my hips (34 inches) and waist (31 inches). This skirt fits me a hip size (M), which means it fits around the waist. The zipper is a bit difficult to unzip but once it's on this skirt looks (and looks) great. I'm very glad I got it and it's a great deal! If you like tight skirts like me, the elastic has good elasticity.
