The air release button's outer spring and air release button assembly were loose on the valve on the waste bin and the inner rubber seal fell into the bin. Inspection of the rubber seal revealed a worn plug on the right of the photo, snapping from the inside through the tank vent into a spring-loaded button that is depressed to vent the tank as it drains, possibly due to improper installation due to a missing liner. Stack the parts correctly. When I tried to put it back together it turned out that only one side was securely sealed and the vent could be leaking due to improper sealing. I ordered a replacement part for $15.99 including shipping and if something goes wrong I will return the item.
