I thought it must be a very small evaporative cooler. To do this, the blue filter must absorb water. When the fan blows over the wet filter, the water evaporates and cools the air. However, a blue filter article is extremely non-absorbent (ie useless). That means the only cooling this offers is the ice tray. This works pretty well, but only for about 30 minutes. Then the ice melted and it's just a fan.
