I have used the same product many years ago and have always had results. The description says one pad fits a tank up to 20 gallons. Okay that seems correct and it got me a little concerned as I was planning to use these pads in 2.5 and 5 gallon tanks. I placed one of the pads in each tank and planned to keep a close eye on them. After 3 or 4 hours of testing and without seeing any changes in settings, I figured they would be slow regardless of size. I tested within 24 hours. Without change. and finally 48 hours later (which was 10 hours ago) I checked two tanks and neither showed a change. I dont know what to think. I mean, I assumed they needed to be charged, but the box says they're ready to use. So, like I said, I've used them quite a bit over the years. This is my first time using them as they are sold dry rather than in a jar of loading liquid. I'll charge these two pads and try again just in case my logic saying they should be charged before use is correct. . I don't expect the result to be any different than this time, but I'll write it in the comments if it is.
