Make sure the anchors are fully seated (except for the tab, which is flush with the bracket), then screw into place. Once that's done, you can connect both the wiring and the light cover to complete the installation - it screws into the short arms of the mount through the small screw holes on the sides. (This can be awkward, you'll probably need a step stool so you can line up the holes in the lamp cover with the holes in the bracket at either end.)
