Disable power management in Windows

WARNING. This cable can cause your radio to transmit when plugged in. If you're using this on Windows, go into Device Manager, locate the device under Ports, open Properties and Power Management tab, disable and uncheck them. Then turn off the radio before connecting the cable. It's now safe to turn on the radio and use programming tools like CHIRP.
