I have an Asus Strix TRX40-E gaming motherboard with hot chipset, it went from 76C to 73C after changing the thermal paste but it was still too very close to the "critical" temperature of 75Β°C that Asus uses to spin the chipset fan to 100%. Use 3M double-sided tape to "mount" this fan over the chipset fan shroud (with the chipset fan still running normally) and then some tape on the sides to seal airflow. 73Β°C -> 69Β°C. Good. It is set at 70% speed with constant current control. Heard (if you try) 100%, but otherwise silence. Does the job!
