Doesn't sit still

I have a standard height bed but this skirt is too long leaving all the lovely tassels on the bottom and about 2 inches of fabric on the bottom. Also, the elastics don't stay in place so it either dangles even more or jumps over the bed spring and gets too short. The quality of the fabric is excellent, however I would only recommend it for very high beds from the floor.
