I have bought many Noctua fans over the last few years and they are always very quiet. However, I installed it in a modified Raspberry Pi 4 case and it makes a lot of noise. It's at least as loud as those Pi fans (/media/videoStorage/videos/uVEOuHf6vl/jRM2bEW1n780) but you get two GeeekPi fans for less and they're ready to install (I had to make my own header). so that this Noctua fan is connected to the GPIO). The fans aren't that loud, but I was looking for something that wouldn't be audible. I could put a resistor in series to make the fan run at a lower speed, but I could do that for GeeekPi fans too. If you want a controllable fan for your Pi 4, go for the GeeekPi.
