What does it do?: Heating, cooling, and air quality

I think this is a snake oil device. It's about half the size of a deck of cards and lights up when you plug it in. In fact, this is an expensive night light. I've had it for about 3 or 4 months and if it "cleans" the air I would expect it to need cleaning - like it's attracting particles - but it doesn't because it doesn't.
