These fish would make a great addition to an underwater theme party. They are a mixture of thin cardboard and tissue paper. The tissue paper fan comes sealed and you open it and glue it to the other side. As other reviewers have noted, be sure to use your own strap as the strap provided will not fit. I have found that two pieces of double sided tape work great for each fish. The fish I received came boxed but it wasn't brand new. There were no major imperfections - no cuts or tears - and nothing to detract from the overall appearance - but they looked old, with only a few sections of flimsy cardboard slightly warped. When I put them on, they look beautiful. The attached hanging loop is short but large enough to thread a fishing line through (for an invisible look) or twist a ribbon so it can be hung in a higher position. I made crepe paper ribbons that were part of the Christmas decorations and I think it turned out cute. At $1 each, this is a great buy!
