I have a new i7 based dual core fanless mini pc with 8GB RAM, 256GB SSD and only 2 side vents, but the core temp keeps rising to 90 Β° C and I was afraid that I would cause damage and the aluminum housing felt too hot. There was room to mount this fan inside by removing the bottom panel, drilling some air holes and installing a fan to draw air from below. The small motherboard even had a CPU fan connector. The case is now slightly warm to the touch, the core temperature is around 40-50Β°C depending on the load. The Intel N3540 is fine as it's designed for fanless tablets, but i7 processors need fans even in laptop versions. Use two washers to separate the fan from below, otherwise the blades will rub.
