This (supposed?) USB3.1 Gen2 device comes with a lousy USB 2.0 cable. How cheap can you buy it?

Just bought it for my Lenovo USB-C 3.1 Gen2 with Thunderbolt. For use with the fastest hard drive available (WD Red Pro 7200 with 256MB cache). I installed the hardware and then made some test copies of the data from the PC to the hard drive. It started at 82 MB/s and then dropped to 72 MB/s. only 72? This docking station's specs promise "transfer rates up to 10 Gbps" (and that's a direct quote, copy/paste)! I used the included USB-C to USB Type-A cable to connect the device to my PC's Type-A USB3.1 Gen2 output. Suspecting the cable, I replaced it with a certified 3.1 Gen2 USB-C to Type-A cable. I restarted the data test. The transfer speed increased to 238 MB/s (probably the maximum this HDD can handle). From 72 to 238! To add insult to injury, the cable in question has its Type-A connector marked blue, indicating USB 3.0 capability. However, speeds of at least 140 MB/s should have been achieved with it. So we're dealing with a double scam: (1) doesn't deliver the promised 3.1 and (2) USB 2.0 performance when it's blue marked for USB 3.0 capability.
