The plastic dispenser often dispenses too much for a single use. So you end up using too much of your overpriced product and having to buy more sooner than you need to. The instruction is to always dilute this product. Why not sell a diluted version of it? I suspect the answer is because it wouldn't be as profitable to sell you a concentrated form that you will use up too quickly due to its poorly designed dispenser insert.
