The chlorine smell was removed first but the water always had a different smell

I recently replaced my 3M quick change whole house filter with a large blue one due to the cost of the 3M filters (they are proprietary). I am trying out different large blue filter cartridges to see which ones I will use regularly in the future. I have city water and all I have to do first is remove the chlorine smell and light taste from the water. I installed a filter and flushed the system with sinks and tubs for about 15 minutes, so there was a lot of water flowing through this filter during the flush. Period. I noticed from day one that the water smelled somehow. No chlorine but still a chemical smell that I couldn't identify. I tend to have a sensitive nose for smells, especially water, so I can be pickier than others. I decided to let him go and see if he goes away. Over the course of the next week I noticed that the smell lingered but would disappear from time to time only to keep coming back. After a week, I started noticing the smell of chlorine in the water again, so I'll most likely move on to the next filter candidate. It should be noted that we live in a family of two and use about 1000 gallons a week (4K a month). according to the water bill. Also, the 3M quick change whole house filters I've used in the past have always lasted about 8 months and only had to be changed around that time due to a drop in pressure. I've never smelled/tasted chlorine with these filters, so I know it's possible to filter the water entering our home enough to remove the smell and taste.
