How could such a bad product be made?

Mileage on Hong Kong roads is about 15 thousand km. (two seasons) in a very relaxed mode. The tread peels off on the tires, whole pieces fall out. I meet this for the first time in a rather long driving practice, taking into account the operation of Soviet rubber.
In no way can I recommend this product.
