Filter wrong

I bought a filter, soaked it for the required 10 minutes and ran water through it for a few cycles to remove all the activated charcoal, but I STILL have residual charcoal in my water and the Water is much darker than it should be. I've already run about 7 water cycles and it still doesn't work. I don't know what to do at the moment but I'm very disappointed :(.
