When installing the Noctua 3000 RPM model fans, we always utilize these bushings. They really help keep the vibrations (not that much in a good fan like Noctua) separated from the chassis. When you are buying really good fans, you want to make sure that all of their air is going where you point it (and not leaking due to air spaces). This provides a means of sealing that gap between fan housing and case. Well worth it when you are putting the money into quality fans (or even cheap ones for that matter - b/c they would shake more than a well balanced one). IF you have noise coming from your fans, this is a great solution.
