Does exactly what it should. We bought this to connect the laptop to an extra monitor. It uses the laptop's HDMI output and connects it to an old monitor with a (blue) VGA connector. Remember that HDMI is digital and VGA is analog. You can connect a digital output to an analog output, but not vice versa. To do this, you need some kind of converter.
