This is a complete kit and works great. I hooked up the wire harness to the battery first to make sure everything worked, then routed the wires under the carriage to the headlight, which you only need to drill two holes in the plastic to mount. I needed longer screws from the hardware store for the tail light because I mounted it on the top to prevent rear passengers from kicking the lights near the ground. Installation was completed in less than an hour with just a drill and a set of sockets.
