My 13 year old daughter is 5ft 4" and weighs 114 pounds. I bought her a size 5 and it fits her perfectly. Style as it is more of a casual pant and conforms to her school's dress code. The only problem is that they are a little short on her ankles, but not so much that she's embarrassed and feels like she can't wear them.
