The filling mechanism is defective.
This was my favorite pepper grinder (easy to use, finely ground, nice looking) until it was time to fill it up. The top part failed due to a bad gluing mechanism and couldn't be put back on (I wouldn't re-glue for food safety reasons). I found other negative reviews on here with the same complaint. But maybe it's time to buy a new pepper mill. The old one was cheap and worked like clockwork for 10 months.
