The instructions did not call for two 120 to 240 volt lines to work in anti-phase when connected. To do this, you need to check the voltage on both hot leads. It shows either 240 volts or 0. You need to find two wires that give 240 volts. An electrician would have known this, but I certainly didn't know without doing some research. The rest of the device looked well made. The fan seemed loose and would probably make noise, but a mounting screw from the fan bracket to the outer grille cover fixes this.
