Giving this to my 1 year old for his birthday. He smiled when he saw it spin, and happily rested his finger on it as it spun. After looking at me twice, he was able to push it and make it spin - not hard enough to make the train whistle, but just enough to grab it and play with it without me having to operate on it. It's pretty light, but if you're worried about kids swinging it and hurting themselves or others... it doesn't hurt, but it's not as soft as many other toys. I love bright colors.
