Not 3M 828 Tedlar
I ordered 3M 828 Tedlar, which is a polyvinyl fluoride (PVF) tape. According to that listing and the 3M 828 datasheet, it should be white vinyl and an electrical insulator. What I received was marked 828 on the box, but it's a metal strap (probably aluminium), silvery and electrically conductive.
