I turned it on, everything works, the fan is not very noisy either. The voltage is regulated within 9.5 - 14.6 V. I did not find a large load, but up to 3 A, of course, it does not feel. A good thing. And if you add a voltmeter (digital or analog), a potentiometer for adjusting the output voltage, terminals for the output voltage, switches for the fan and 220 V, a 220 V power cord, wires, material for the case (you can also use the case) and every little thing, could have turned out to be a cool designer for assembling a good power source, albeit more expensive.
