It's important to apply it in a thick enough layer so you can see what you've done and don't miss a single spot. It doesn't stay wet but starts to dry out a bit before 8 minutes has passed. I have found that the thicker the hair, the more effective the product is. Some of the finer hairs remained, especially on the second use a week later. It could also have been user error.
