I have no idea what's in it. I don't know how it works, other than as an oxidizer, which can be anything. I know it was incredibly effective at killing all of the cyanoid in my 90 gallon soft reef in 24 hours. All of the cattle were fine, no one was maimed, injured or seemed unaffected. I added a dose in the morning and actually turned on the lights early to ensure oxygen was being produced in the tank. I added a large air stone to the display and left the skimmer on as instructed. The skimmer has adjusted a bit so it doesn't overflow, but that's okay. This caused the skimmer to eject many microbubbles over the course of a few days, which landed on the display, but it was worth watching the slime disappear. depleting oxygen, combined with mass die-off and bacterial consumption of cyano, aquariums can become hypoxic. Don't do this, it works great.
